Baltimore Harbor Tunnel: Extending the Life of a Critical I-895 Connection

The Baltimore Harbor Tunnel is a vital commuter and freight link along I-895. By 2019, its driving surface needed major repairs to ensure safe, smooth travel for years to come. The Maryland Transportation Authority (MdTA) tapped Swank Construction Company, with Modified Concrete Suppliers providing the High-Performance Latex Modified Concrete (LMC) for the job.

The Challenge
Both northbound and southbound lanes — nearly 50,000 square yards of surface — needed to be restored. The work had to be completed in just 60-day closure windows per tube, while keeping traffic flowing in a head-to-head pattern through the open tube.

Our Process
The team used a Fast-Track Hydrodemolition Method:

  • Step 1: Milling removed most of the worn surface.

  • Step 2: Precision hydrodemolition cleared the final ½ inch, targeting only deteriorated concrete while leaving healthy concrete intact.

  • Step 3: Stainless steel rebar was added to reinforced approach pavement sections.

  • Step 4: A fresh overlay of High-Performance Latex Modified Concrete was placed for a strong, long-lasting bond.

The Numbers

  • 9,219 feet x 22 feet of travel lanes resurfaced in each direction.

  • 4,400+ cubic yards of LMC produced by Modified Concrete Suppliers — 2,155 cubic yards for the Northbound tube in 2019, and 2,283 cubic yards for the Southbound tube in 2020.

The Results
This advanced preservation method creates a monolithic bond between the new overlay and the existing deck, extending the life of bridge and tunnel decks by 25+ years — and in some cases, up to 40 years on new decks.

By using Fast-Track Hydrodemolition and High-Performance LMC, MdTA has once again set the standard for protecting its tolled facilities quickly, efficiently, and cost-effectively — keeping Maryland drivers moving safely for decades to come.

Baltimore Harbor Tunnel Rehabilitation with High-Performance Latex Modified Concrete

Project Overview

The Baltimore Harbor Tunnel, a vital transportation link along I-895, required a durable restoration solution to ensure safe and efficient travel through its twin tubes. As one of the busiest tunnels on the East Coast, it carries thousands of vehicles daily, including heavy trucks and commuter traffic. Maintaining structural integrity, minimizing disruptions, and providing a long-lasting driving surface were critical considerations for this high-profile project.

Our Contribution

Modified Concrete Suppliers provided over 4,400 cubic yards of High-Performance Latex Modified Concrete (LMC) to rehabilitate both the northbound and southbound tubes. Specifically, 2,155 cubic yards were placed in the northbound lanes, while 2,283 cubic yards were applied in the southbound lanes. Our team coordinated precise staging, material placement, and quality control to ensure a consistent, high-strength overlay across the entire tunnel system.
